Article 1
The International Court of Justice established by the Charter of the United Nations is the principal judicial organ of the United Nations, and its organization and exercise of functions shall be in accordance with the following provisions of this Statute.
Article 2

The court shall be composed of fifteen judges, among whom no two shall be nationals of the same country.

As far as serving as a judge of a court is concerned, a person who can be regarded as a national of more than one country should be considered as a national of the country or member state where they usually exercise civil and political rights.
