In addition to regional offices, the Office of the High Commissioner for Human Rights has established human resources centers, national or independent offices, and human rights advisers around the world. The High Commissioner for Human Rights often expresses opinions on global human rights issues and has the authority to investigate human rights situations and publish reports on them.
